Expands the definition of "downtown revitalization projects" under North Carolina General Statute 160A-536(b) to include improvements, services, functions, promotions, and developmental activities furthering public health, safety, welfare, convenience, and economic well-being in central city or downtown areas.

Reorganizes and clarifies examples of downtown revitalization projects as a numbered list including: infrastructure improvements (water, sewer, electric, gas, streets, sidewalks); pedestrian facilities and parking; public buildings and visitor centers; traffic congestion relief; crime reduction measures; enhanced city services; and promotional activities (festivals, markets, business investment coordination, publications).

Maintains existing authority that exercise of downtown revitalization project powers does not prejudice a city's separate authority to undertake urban renewal projects in the same area.

Becomes effective upon enactment (ratified June 18, 2011, approved June 27, 2011).
