Wine wholesalers are prohibited from distributing wine to retailers located outside their designated sales territory, with limited exceptions for temporary service interruptions approved by the Commission.

Removes language that previously allowed wine wholesalers to conduct sales efforts unrestricted within designated territories, establishing territorial exclusivity for wholesalers.

Allows off-premises wine permittees under common ownership to transfer unfortified or fortified wine up to four times per calendar year, provided both locations are within the same winery-wholesaler territory and the wholesaler is notified in writing.

Requires wholesalers to service all retail permit holders within their territory without discrimination and to make good faith efforts to provide available wine brands upon request, excluding private label brands.

Effective immediately upon enactment and applies to all existing franchise agreements, with winery shipments following the effective date constituting acceptance of the new terms.
