Authorizes the Judicial Department to accept payment by credit card, charge card, or debit card for court-ordered fines, fees, costs, and restitution.

Allows the Administrative Office of the Courts to contract with collection agencies or municipal/county government agencies to collect unpaid amounts from offenders not sentenced to supervised probation or active time.

Permits collection agencies to retain collection assistance fees (not to exceed average collection cost or 20% of amount past due, whichever is less) when collected through contracted collection programs.

Authorizes tax refund interception under the Setoff Debt Collection Act as a collection method.

Effective July 1, 2011, for cases adjudicated on or after that date.
