Repeals G.S. 7A-314(f) and creates new G.S. 7A-314A requiring the Judicial Department to pay for foreign language interpreting and translating services for parties and witnesses in court who do not speak English.

Allows parties and witnesses to use their own interpreters at their own expense instead of court-provided interpreters, and permits the court to order cost recovery when a party or witness fails to appear without good cause.

Exempts non-court services such as discovery, trial preparation, and attorney-client meetings from mandatory court funding of interpreter costs, except when the Judicial Department bears representation costs.

Modifies G.S. 7A-305(d) to clarify that interpreter fees paid by parties are assessable as court costs, while those paid by the Administrative Office of the Courts under the new section are not subject to cost recovery.

Effective July 1, 2011.
