Increases maximum inmate capacity in county detention facility dormitories from 56 to 64 inmates per dormitory, provided all safety and amenity requirements are maintained.

Lowers population threshold for dormitory requirement applicability from counties with over 600,000 residents to counties with over 300,000 residents.

Prohibits inmates, probationers, parolees, and post-release supervisees from accessing public employee personnel records that are otherwise public under state law.

Allows attorneys investigating allegations of Department of Correction employee misconduct or abuse to obtain identifying information about the accused employee, but prohibits sharing departmental records with offenders absent a court order.

Effective upon enactment on June 27, 2011.
