Expands Chapter 91A of the General Statutes to regulate cash converters in addition to pawnbrokers, renaming it the "Pawnbrokers and Cash Converters Modernization Act"

Requires cash converters to maintain consecutively numbered records of each cash purchase including item description, seller identification, date, purchase price, and seller attestation that the item is not stolen

Mandates cash converter records be made available for inspection and pickup by local sheriffs or police chiefs during regular business hours, with option for electronic transmission via internet or facsimile

Prohibits cash converters from purchasing property known to be stolen unless there is a written agreement with local or state law enforcement

Becomes effective December 1, 2011 and applies to all cash converter purchases on or after that date; also exempts certain licensed check cashers deriving less than 20% of annual revenue from check cashing from separate accounting requirements
