S.B. 148 - Technical Corrections and Other Changes

• Increases homestead exemption limits from $18,500 to $35,000 for general claims and from $37,000 to $60,000 for unmarried persons age 65 and older in property exemption proceedings (G.S. 1C-1603).

• Corrects statutory references and terminology throughout the General Statutes, including changes to Article designations, section citations, and grammatical corrections in multiple chapters.

• Adds controlled substances to North Carolina's drug schedules including Alpha-Methyltryptamine, N-Benzylpiperazine, Lisdexamfetamine, and Tapentadol (G.S. 90-89, 90-90, 90-91).

• Modifies contract audit provisions across multiple state agencies and institutions by adding "and after" to audit language, allowing post-contract audits by the State Auditor and internal auditors (numerous G.S. sections in Chapters 18, 53, 58, 84, 89, 108A, 114, 115D, 135, 136, 143, and 143B).

• Updates references to Office of Indigent Defense Services procedures for appointed counsel in juvenile and criminal proceedings and removes obsolete statutory provisions no longer in use.
