Requires voters in Lenoir and Greene Counties to present photo identification before voting in person, with acceptable forms including driver's licenses, state/federal ID cards, passports, military ID, and tribal ID.

Allows voters without photo identification to cast provisional ballots that can be counted later if the voter provides valid ID and executes an affidavit, or if the voter has a sincerely held religious objection to being photographed.

Establishes county voter identification cards issued free by county boards of elections to registered voters without valid state-issued photo ID, containing photograph, name, address, birth date, and other identifying information.

Prohibits early voting on Sunday in Lenoir and Greene Counties by preventing county boards of elections from conducting one-stop voting on Sundays.

Becomes effective August 1, 2012, and applies only to Lenoir and Greene Counties.
