S166 - No Adult Left Behind Initiative

• Establishes the "No Adult Left Behind" Initiative led by the Commission on Workforce Development to expand educational and economic opportunities for working adults in North Carolina.

• Sets goal to increase the percentage of North Carolinians earning associate degrees, two-year credentials, and baccalaureate degrees to 40%, with priority on high-demand fields linked to economic development.

• Directs the Commission on Workforce Development, North Carolina Community College System, University of North Carolina, and other agencies to collaborate on creating evening-weekend certificate and degree programs designed for working adults and nontraditional students.

• Authorizes the Commission to contract with community-based nonprofit organizations to implement components of the Initiative.

• Requires the Commission to submit annual reports to the Governor and General Assembly by May 1, 2012, and each year thereafter detailing implementation progress, program assessments, and policy recommendations.
