Creates the Innovations in Education Legislative Study Commission with 12 voting members appointed by the Governor (4), Senate President Pro Tempore (4), and House Speaker (4), including legislators, education finance experts, bankers, and public members.

Commission shall study the feasibility of providing $1,000 annual incentives to public school students in grades 1-12 who meet specific academic, disciplinary, attendance, character, and parental involvement goals.

Commission must determine total funding costs for the incentives program, including student grants and administrative expenses, and review long-term investment strategies to offset state costs.

Commission shall submit an interim report by the 2012 Regular Session and a final report to the 2013 General Assembly with findings, recommendations, and legislative proposals.

Appropriates $50,000 for fiscal year 2011-2012 and $50,000 for fiscal year 2012-2013 to fund the Commission's work; effective July 1, 2011.
