Creates a new state crime of willful failure to carry or complete an alien registration document, making it illegal under North Carolina law to violate federal requirements in 8 U.S.C. § 1304(e) or § 1306(a).

Classifies the offense as a Class 1 misdemeanor with a maximum fine of $100 and maximum imprisonment of 20 days for first offense or 30 days for subsequent offenses.

Allows law enforcement officers authorized by the federal government or federal agencies to verify immigration status for enforcement purposes, while prohibiting consideration of race, color, or national origin in enforcement.

Requires courts to order convicted persons to pay the costs of their confinement in addition to other penalties.

Exempts individuals who maintain valid federal authorization to remain in the United States and makes immigration status records admissible in court if certified as authentic by the responsible government agency.
