Clarifies that "judicial district" under North Carolina State Bar regulations refers to prosecutorial districts established by the General Assembly and specifically includes the High Point Superior Court District as described under G.S. 7A-41(b)(13).

Adds specification to G.S. 7A-142 that when vacancies occur in District Court District 18, all members who reside in that district court district shall participate in the selection of nominees for district judge appointments.

Maintains existing procedures for Governor appointment of district judges from bar nominations, with distinctions for judicial districts comprised of counties in multiple districts.

Became effective upon passage on April 7, 2011.
