Raises the minimum age to operate a moped from 16 to 17 years old and requires completion of the graduated drivers license process.

Prohibits passengers on mopeds; operators must ride alone.

Requires mopeds to be registered with the Division of Motor Vehicles the same way as motorcycles, including fees and issuance of registration cards and plates.

Mandates mopeds have a vehicle identification number, be designed and manufactured for public highway use, and carry financial responsibility insurance as required under Articles 9A and 13 of Chapter 20.

Effective July 1, 2012, applies to offenses committed on or after that date.
