• Requires all North Carolina counties to register and participate in the federal E-Verify program to verify work authorization of newly hired employees.

• Requires all North Carolina cities to register and participate in E-Verify to verify work authorization of newly hired employees.

• Prohibits counties and cities from entering into contracts for physical performance of services unless the contractor registers and participates in E-Verify.

• Requires state agencies, departments, institutions, universities, community colleges, and local education agencies to use E-Verify for verifying work authorization of new employees.

• Becomes effective October 1, 2011, and applies to contracts entered into or renewed on or after that date; all provisions must be enforced without discrimination based on race, religion, gender, ethnicity, or national origin.
