Creates Chapter 18D of the General Statutes to establish a statewide video lottery system operated by the North Carolina State Lottery Commission, with licenses for manufacturers, operators, and retail establishments.

Requires video lottery terminals to be placed only in establishments with alcoholic beverage permits, restricted to patrons age 21 and older, and located within sight of staff and away from schools and churches.

Allocates at least 46% of annual video lottery revenues to the North Carolina State Lottery Fund, with up to 8% for Commission administrative expenses; video lottery revenue directed to university scholarships, university facility construction and repairs, and community college facility construction.

Establishes licensing requirements for manufacturers, operators, retailers, and service technicians with background checks, residency requirements, and prohibits conflicts of interest such as manufacturers also operating as retailers.

Creates criminal penalties including Class 1 and Class H felonies for tampering with machines, false reporting of revenues, or manipulating lottery outcomes, with license revocation for at least 10 years.
