• Designates the Waccamaw River basin (9-3) as an isolated river basin under North Carolina water transfer law.

• Delays implementation of certification requirements for surface water transfers from any river basin into an isolated river basin until July 1, 2020.

• Allows the Environmental Management Commission to continue using pre-2007 procedures and standards for isolated river basin transfer petitions until the July 1, 2020 effective date.

• Permits applicants to voluntarily opt out of isolated river basin certification requirements and instead use standard certification procedures for non-isolated basin transfers.

• Becomes effective upon enactment.
