Office of State Personnel shall develop a protocol for state agencies to collect and track application and hiring rates of ex-offenders, with a report due to the 2011 General Assembly by October 1, 2011.

Office of State Personnel shall develop proposed policies identifying specific occupational categories where prior convictions bar employment, with hiring authorities able to require conviction disclosure only for those categories.

For occupational categories where convictions are not a bar to employment, state hiring authorities shall not inquire about prior convictions on initial applications and may only consider convictions after an applicant becomes a finalist for the position.

The Office of State Personnel shall report the proposed policies on conviction-related hiring restrictions to the 2011 General Assembly by October 1, 2011.

The act becomes effective upon enactment.
