Directs the Administrative Office of the Courts to study issues related to the sale of court records and ensure accuracy of information provided to customers.

Requires the Administrative Office of the Courts to review how the sale of court records affects citizens' ability to exercise their right to have records expunged.

Mandates the Administrative Office of the Courts review state statutes relating to "criminal record" and make recommendations on defining that term by statute.

Requires the Administrative Office of the Courts to report findings and recommendations to the General Assembly no later than the convening of the 2012 Regular Session.

Effective upon enactment into law.
