Directs Department of Environment and Natural Resources to report annually on integration of stormwater capture and reuse into stormwater control programs by October 1 each year.

Requires study of reallocating water supply in John H. Kerr Reservoir from hydropower storage to water supply storage, with findings due to Environmental Review Commission by June 1, 2014.

Exempts Type 1 solid waste compost facilities from obtaining NPDES permits for stormwater discharge that contacts feedstock or final product.

Establishes variance process for existing private drinking water wells constructed before July 1, 2008 to comply with setback requirements when compliance is impracticable.

Repeals authority of Environmental Management Commission to add counties to motor vehicle emissions inspection program; limits program to counties currently listed in statute.

Consolidates Marine Fisheries Commission advisory committees from four regional committees to two (Northern and Southern Regional Advisory Committees) effective July 1, 2012.

Increases civil penalties for wildlife regulations violations from $10 to $25 and adds protections for galax and Venus flytrap harvesting.

Allows commercial leaking petroleum underground storage tank cleanup fund to remediate abandoned tanks posing imminent hazards.
