S231: Incorporation/ETJ Study

• Establishes the House Select Study Committee on Municipal Incorporations, Extraterritorial Jurisdiction, and Municipal Services to study standards for municipal incorporation, extraterritorial jurisdiction, and extension of municipal services.

• Committee composition includes six House members and four public members appointed by the Speaker of the House, with two members designated as cochairs.

• Committee shall submit final report with findings, recommendations, and potential draft legislation to the 2013 General Assembly before its convening, then terminate.

• Members receive per diem, subsistence, and travel allowances under G.S. 120-3.1 and G.S. 138-5.

• Committee granted authority to exercise investigative powers under G.S. 120-19 through G.S. 120-19.4 and may request assistance from state agencies and political subdivisions.
