Enacts a charter to incorporate the Town of Castle Hayne in New Hanover County, subject to voter approval in a referendum held on November 8, 2011.

Establishes a Mayor-Council form of government with a Mayor and four-member Town Council, with the Mayor elected biennially and Council members serving four-year staggered terms.

Sets Mayor compensation at $1,500 annually and Council member compensation at $1,000 annually, plus reimbursement for official expenses.

Allows the Town to contract with New Hanover County or private providers for fire protection, law enforcement, and planning/zoning/inspections services.

Permits industrial areas zoned by New Hanover County as of June 1, 2011 to remain under county zoning ordinances until December 31, 2016.
