Authorizes local public health departments, district health departments, and consolidated human services agencies to bill Medicaid through either the Health Information System (HIS) or an approved Medicaid clearinghouse.

Requires entities billing through a Medicaid clearinghouse to receive the same reimbursement rates and Medicaid cost settlement as those billing through HIS.

Allows the Division of Public Health to require submission of aggregate data and encounter-level data from all billing entities in formats specified by the Division for compliance with federal grant reporting requirements.

Exempts local health departments from being required to use the Common Name Data System (CNDS) for any purpose.

Permits rebilling of unpaid Medicaid claims submitted to HIS between July 1, 2010 and the effective date of this act through alternative billing systems.
