Creates new classification of "immunizing pharmacist" requiring cardiopulmonary resuscitation certification, vaccine administration certificate program, continuing education, immunization registry training, and enrollment with local health department.

Authorizes immunizing pharmacists to administer CDC-recommended vaccines to patients age 14 and older, with restrictions on minors requiring parental consent and specific prescription orders for patients under 18.

Requires immunizing pharmacists to maintain patient records, notify primary care providers and prescribing physicians within 24 hours of vaccine administration, and report all vaccines to North Carolina Immunization Registry.

Permits local health departments to impose cost-related fees for immunization services performed by pharmacists under G.S. 90-85.15B.

Directs State Health Director to establish administration standards by January 1, 2012, including record-keeping procedures, physician oversight protocols, and uniform vaccine-specific protocols to be adopted by Board of Pharmacy and Medical Board.
