Modifies Rule 601 of the North Carolina Rules of Evidence to replace "he" with "the person" and "committee of a lunatic" with "guardian of an incompetent person" in witness competency provisions

Changes G.S. 14-113 terminology from "dumb, or crippled" and "physically defective" to "unable to speak" and "physically disabled" in statute addressing fraudulent disability misrepresentation

Directs the State Banking Commission to remove the word "lunatics" from the definition of "fiduciary" in 04 NCAC 03D .0301 at its next amendment opportunity
