Adds definitions of "devisee" and "devise" to G.S. 12-3 (statutory construction rules) to apply uniformly throughout the General Statutes, referencing the definitions in Chapter 28A relating to decedents' estates.

Replaces "legatee" with "devisee" and "legacy" with "devise" throughout the General Statutes to establish consistent terminology for testamentary dispositions of property.

Modifies 128 statutory sections to remove references to "bequest," "bequeath," and "legacy" where they appeared alongside or instead of "devise" and "devisee."

Authorizes the Revisor of Statutes to substitute "devisee" for "legatee," "devise" for "legacy," and "devise" for "bequest"/"bequeath" throughout the General Statutes, except where terms already appear together in a list.

Becomes effective upon ratification (enacted June 24, 2011) and implements recommendations from the General Statutes Commission for technical uniformity in estate administration terminology.
