Board of Governors shall study and revise the UNC enrollment change funding formula by June 30, 2011, considering recommendations from the Joint Legislative Program Evaluation Oversight Committee report, with implementation beginning in fiscal year 2012-2013.

Board of Governors must establish written policies and procedures for campus enrollment projections, tuition offset calculations, and "hold harmless" status criteria, with a policy manual presented to the Joint Legislative Education Oversight Committee by January 1, 2012.

Board of Governors shall develop a system to track and analyze enrollment and funding data from each campus, producing annual reports including student credit hours, enrollment changes, retention/graduation rates, and explanations of projection errors exceeding 5%.

Enrollment change funding is made contingent on constituent institutions achieving performance targets established by the Board of Governors, with institutions failing to meet targets receiving no enrollment change funding.

General Administration shall develop detailed policies and procedures for performance-based funding by January 1, 2012, with full implementation by January 1, 2013, subject to oversight by the Fiscal Research Division and Joint Legislative Education Oversight Committee.
