Prohibits lobbyists from serving on the Board of Governors of the University of North Carolina, extending existing restrictions that already applied to General Assembly members and state employees.

Bars spouses of lobbyists from serving on the Board of Governors, consistent with existing prohibitions on spouses of legislators and university officers.

Requires Board members to resign immediately if they become a lobbyist or if their spouse becomes a lobbyist, mirroring existing resignation requirements for those entering the General Assembly or state employment.

Defines "lobbyist" for purposes of this restriction using the same definition found in G.S. 120C-100(a)(10).

Becomes effective upon enactment into law.
