Allows window tinting on commercial motor vehicles subject to federal Part 393 regulations to comply with federal requirements instead of state restrictions.

Clarifies that operating a commercial motor vehicle subject to federal Parts 390 or 392 regulations while using a mobile telephone or electronic device in violation of those federal parts is unlawful, while permitting hands-free technology.

Requires redaction of personal identifying information from vehicle crash reports in compliance with the federal Drivers Privacy Protection Act and state law before reports can be released to the public.

Expands enforcement authority for the Department of Crime Control and Public Safety to include designated personnel in addition to inspectors and officers.

Sections 1 and 2 become effective December 1, 2011; Sections 3 and 4 become effective upon enactment.
