Establishes the Legislative Study Commission on Public-Private Partnerships composed of 16 members: 5 senators, 5 house representatives, and 6 public members appointed by legislative leadership.

Commission shall study Public-Private Partnerships (PPPs) for public capital projects, including appropriate authority for state, regional, and local government units and regulatory frameworks.

Commission may also examine infrastructure banks and other relevant issues deemed appropriate during its study.

Commission has authority to exercise all powers under G.S. 120-19 and related statutes, including ability to contract for professional services and meet in legislative buildings.

Commission shall report recommendations and legislative proposals to the 2012 Regular Session on or before convening.
