Authorizes establishment of ecocomplex renewable energy demonstration parks in Catawba County on landfill facilities to create jobs and diversify energy resources.

Requires parks to consist of at least 700 contiguous acres, attract 250+ new jobs, include at least 3 renewable energy facilities, and must feature a wood gasification renewable energy facility.

Parks must have an active solid waste facility permit with the Department of Environment and Natural Resources and comply with all applicable state and federal emissions requirements.

Requires owners to submit application to Secretary of State for designation; Secretary shall issue certificate if criteria are met and record it in appropriate book of record.

Grants triple renewable energy credits to biogas, syngas, or biomass-derived renewable energy facilities in the park for the first 20 megawatts of generation capacity statewide to encourage compliance with renewable energy standards.
