Revises and consolidates the charter of the Town of Marshville, establishing it as a body politic and corporate under general law of North Carolina.

Establishes a council-manager form of government with a five-member Town Council serving staggered four-year terms (three members elected in 2011 and every four years thereafter; two members elected in 2013 and every four years thereafter) and a Mayor elected biennially for two-year terms.

Provides that the Mayor serves as official head of town government and presides over Council meetings, with voting rights only on tie votes, and establishes the role of Mayor Pro Tempore elected by Council members.

Requires the Town Manager to appoint a Town Clerk, Tax Collector, Police Chief, and Town Attorney, with the Town Attorney licensed to practice law in North Carolina.

Repeals eight previous acts and portions of acts from 1913 through 2000 while preserving three specific laws related to bird sanctuaries, zoning, and overgrown vegetation ordinance enforcement; all existing ordinances and resolutions continue in effect unless inconsistent with the charter.
