Authorizes the City of Durham to establish a race and gender neutral small business enterprise program to promote development of small businesses in the Durham Metropolitan Statistical Area.

Allows the City to define "small business enterprise," set bid and proposal specifications with subcontracting goals and good faith efforts requirements for small business participation in City contracts.

Permits the City to consider a bidder's compliance with small business enterprise program requirements when awarding contracts and to refuse contracts to bidders found non-compliant.

Requires the small business enterprise program to supplement rather than replace existing state minority and women business participation requirements, with those state requirements taking precedence.

Became effective upon enactment on June 17, 2011.
