Allow service by signature confirmation or designated delivery service (in addition to certified mail) in small claims actions assigned to magistrates and in administrative cases.

Clarify that the 60-day time frame for serving a summons under Rule 4 of the Rules of Civil Procedure applies to all summonses under Rule 4(j) and Rule 4(j1).

Require that when a motion to terminate parental rights is served on a parent under Rule 4, a copy must also be sent to the parent's attorney of record, if any.

Require that a party's attorney of record must be served under Rule 5(b) in all cases, in addition to any service on the party, and clarify that attorneys may be served by mail.

Effective October 1, 2011, with separate applicability dates for different sections based on when actions are filed, notices given, or decisions served.
