Amends the charter of the Town of Carrboro to allow the town to adopt ordinances prohibiting housing discrimination based on sexual orientation, gender identification, and gender expression.

Adds sexual orientation, gender identification, and gender expression to the existing list of protected classes in housing (which already includes race, color, religion, sex, national origin, familial status, and handicap).

Applies to the sale or rental of public or private housing and any related acts, practices, or procedures affecting housing availability and desirability.

Exempts rental of rooms or units in dwellings with no more than four families where the owner occupies one unit as their residence.

Becomes effective October 1, 2011.
