Authorizes soil and water conservation districts to establish special revenue funds dedicated to maintaining conservation easements through monitoring, property observation, and landowner communication.

Requires districts adopting such funds to pass a resolution or ordinance specifying the conservation purposes, timeframes for fund accumulation, target amounts, and funding sources.

Permits special revenue funds to receive appropriations from other district funds, grants, donations, state appropriations, and other unrestricted sources, with restricted funds tracked separately.

Allows fund withdrawals only for specified conservation easement maintenance purposes when adequate eligible balances exist, subject to approval by the district governing body or responsible budget authority.

Fund balances may be invested consistent with state investment laws, and the act becomes effective July 1, 2011.
