Clarifies penalties for practicing medicine or surgery without proper licensure in North Carolina under G.S. 90-18(a).

Class 1 misdemeanor applies to persons practicing medicine without being duly licensed and registered, and those who fail to complete timely annual registration or hold an inactive license.

Class I felony applies to unlicensed practitioners who falsely represent themselves as licensed or registered under state law.

Class I felony applies to out-of-state practitioners who practice medicine or surgery without being licensed and registered in North Carolina.

Becomes effective December 1, 2011, and applies to offenses committed on or after that date.
