Establishes sign placement standards: minimum 3 feet from pavement edge, maximum 42 inches tall, maximum 864 square inches in size, cannot obscure visibility at intersections, and prohibited on fully controlled access highways.

Makes unlawful removal, theft, defacement, or vandalization of lawfully placed political signs a Class 3 misdemeanor.

Allows municipalities to adopt local ordinances prohibiting or regulating political signs on municipal streets within city limits; state regulations apply where no local ordinance exists.
