Repeals Section 10.24 of S.L. 2010-31

Authorizes the Department of Health and Human Services to implement additional capitated 1915(b)(c) Medicaid waivers during fiscal year 2011-2012 through a Request for Application process, contingent upon Centers for Medicare and Medicaid Services approval

Allows State facilities to disclose confidential client information for the purpose of collecting payment due for cost of care, treatment, or habilitation

Modifies G.S. 122C-55(g) to permit disclosure of confidential information to government agencies for establishing financial benefits, with exceptions for payment collection purposes

Changes the term "budgetary surplus" to "fund balance" in area authority dissolution procedures, requiring distribution to constituent counties on a pro rata basis according to their budget contributions
