Requires state agencies to include all new information technology requirements in their biennial IT plans submitted to the State Chief Information Officer by October 1 of even-numbered years.

Mandates that the State Chief Information Officer validate business cases in writing before approving new IT projects and must disapprove projects that duplicate existing applications.

Requires the State Chief Information Officer to suspend any IT project that is not meeting its business case and report suspensions immediately to the State Controller and Office of State Budget and Management.

Establishes that agencies initiating new IT projects costing $10 million or more must engage private counsel, while projects costing $10 million or less must use the Attorney General's office for proposal development and vendor negotiation.

Requires General Assembly approval before agencies can initiate new IT projects costing $5 million or more, and mandates monthly reporting to the General Assembly on projects behind schedule or exceeding budget.
