Repeals Part 2G of Article 9 of Chapter 130A of the General Statutes, eliminating the ban on plastic bags in certain coastal areas, including the Outer Banks barrier islands.

Removes penalty provisions for violations of the plastic bag ban, which previously imposed fines of up to $100 for first violations, $200 for second violations within 12 months, and $500 for additional violations within 12 months.

Repeals Section 13.10(c) of S.L. 2010-31, eliminating state funding previously allocated for the Department of Environment and Natural Resources to monitor and study the plastic bag prohibition.

Effective July 1, 2011.
