• Restructures the Wilmington Civil Service Commission from five voting members to five regular voting members plus one nonvoting ex officio member (director of human resources).

• Changes commission appointment method so the sitting members collectively select one regular member, replacing the previous system where the Ministerial Association named a member.

• Limits the Commission's jurisdiction to hearing and deciding appeals of dismissals or demotions of certified police and fire department employees, removing other administrative duties related to hiring and examinations.

• Requires a minimum of four regular members present to hear dismissal or demotion appeals and establishes that appeals must be filed within 10 working days of termination or demotion.
