Amends G.S. 160A-321 to allow cities discretionary authority over voter referendums when selling, leasing, or discontinuing water treatment systems, water distribution systems, or wastewater collection and treatment systems.

Cities may, but are not required to, submit these water and wastewater system transactions to voter approval, unlike other city-owned enterprises which generally require voter approval.

Any referendum conducted would follow general and local laws applicable to special elections in the city.

Effective January 1, 2012.
