Senate Bill 323 Summary

• Appropriates $7.1 million (FY 2011-2012) and $102.2 million (FY 2012-2013) from General Fund plus $332,245 (FY 2011-2012) and $4.8 million (FY 2012-2013) from Highway Fund to cover health care costs for the State Health Plan for Teachers and State Employees.

• Increases employee and retiree premium contributions for partially contributory coverage and allows up to 5.3% annual premium increases for contributory coverage in both fiscal years.

• Modifies plan deductibles, copayments, and coinsurance for Basic and Standard PPO plans effective July 1, 2011, including higher copays for office visits ($30-$35), specialists ($52-$81), and emergency room ($233-$291).

• Transfers the State Health Plan from the Office of State Budget and Management to the Department of State Treasurer, with the State Treasurer appointing the Executive Administrator and State Treasurer serving as Board Chair.

• Expands dependent child coverage to age 26 (consistent with federal Affordable Care Act requirements) and creates "partially contributory" coverage category for full-time employees while maintaining noncontributory retiree benefits.
