Division of Mental Health, Developmental Disabilities, and Substance Abuse Services must submit a report by September 1, 2011, to the Joint Legislative Oversight Committee on Mental Health, Developmental Disabilities, and Substance Abuse Services.

Report shall include comprehensive statewide analysis of hospital emergency department utilization by individuals with mental illness from January 1, 2011, through June 30, 2011, broken down by geographic location, average length of stay, and range of lengths of stay.

Report shall include a comprehensive plan for reducing length of stay for individuals with mental illness admitted to hospital emergency departments.

Bill becomes effective when signed into law.
