Provides in-state tuition rates at North Carolina community colleges for dependents of armed services members deployed overseas for one year.

Requires the armed services member to have been stationed in North Carolina within the preceding 10 years and to be currently deployed or have orders for overseas deployment exceeding one year.

Limits eligibility to 12 months of in-state tuition per dependent and caps sponsorship at two nonresident students per North Carolina resident sponsor annually.

Requires a North Carolina resident sponsor to sign an affidavit accepting financial responsibility for the student's tuition and educational fees.

Effective July 1, 2011, beginning with the 2011-2012 school year.
