Establishes a free North Carolina voter identification card issued by county boards of elections for registered voters without other valid photo ID, contingent on presentation of proof of residency and identity documents.

Limits the chair of the State Board of Elections to two consecutive two-year terms, with new term beginning May 1 of odd-numbered years.

Prohibits piece-work payment for voter registration drives and requires candidates and treasurers to immediately correct campaign finance violations or face joint and several liability for civil penalties.

Bans political contributions exceeding $1,000 annually from vendors and their affiliated entities with state contracts exceeding $25,000 during the contract term and allows voters more flexibility in requesting absentee ballots.
