Authorizes the Division of Motor Vehicles to issue civic club special registration plates for motorcycles, in addition to motor vehicles.

Applies to members of nationally recognized civic organizations exempt from North Carolina state corporate income tax, including Jaycees, Kiwanis, Optimist, Rotary, Ruritan, and Shrine clubs.

Motorcycle plates must bear the civic club name or phrase and the club's emblem, with the same registration fees and issuance restrictions as motor vehicle plates.

Division may not issue a civic club plate unless it receives at least 300 applications for that specific club's plate.

Effective upon enactment.
