Requires the Division of Motor Vehicles to develop a standardized format for special registration plates in consultation with the State Highway Patrol and Department of Correction that allows plates to be read by human eye and by automated tolling, red-light, and speed enforcement cameras.

Designates a portion of special registration plates for unique designs or logos representing the group or interest for which the plate is authorized.

Removes detailed design specifications for specific special plates (Autism Society, Hospice Care, National Kidney Foundation, and North Carolina Wildlife Habitat Foundation) and requires the Division to develop designs in consultation with relevant organizations rather than requiring specific colors, layouts, or materials.

Changes the approval process for collegiate insignia plates from requiring approval by both the Division and the alumni association to requiring development in consultation with the alumni association.

Removes a lengthy numbered list of special registration plates that do not have to be "First in Flight" plates from statute.
