Allows high school students from public schools without a specific sport to participate in that sport at the nearest public high school that offers it, under the same terms as regularly enrolled students.

Permits students from private schools, home schools, or charter schools without a given sport to participate at their base public high school, or at the nearest public high school with that program if the base school lacks it.

Requires the State Board of Education to adopt rules implementing these participation provisions in G.S. 115C-12(23).

Authorizes the State Board of Education to designate an organization to apply and enforce the rules governing high school interscholastic athletic participation.

Effective beginning with the 2011-2012 school year.
