Clarifies the process for retitling a manufactured home that is removed from real property after the original title has been cancelled.

Requires owners seeking a new certificate of title to provide verification of the identity of the current owner of the real property where the manufactured home is located.

Mandates that the Division shall issue a new title in the name of the current owner of the real property upon which the manufactured home is located.

Requires written consent from any affected owners of recorded mortgages, deeds of trust, or security interests in the real property where the manufactured home was placed.

Becomes effective August 1, 2011, and applies to titles issued on or after that date.
